A Hughesville woman arriving at the St. Mary’s jail last week following her guilty plea to a traffic charge was caught with two kinds of prescription pills, according to charging papers alleging she had conspired to provide the drugs for a distribution scheme involving two other inmates.

A judge ordered Monday that 25-year-old Amber Elizabeth Clark be held in custody in lieu of $15,000 bond on charges including two drug possession offenses and a charge of possessing contraband with the intent to deliver it to an inmate at the jail.

Charging papers allege that Clark was attempting last Friday to deliver the suspected oxycodone pills and suspected alprazolam pills to Anita K. Emery, a 24-year-old Great Mills woman serving a six-month sentence from her guilty plea in April to a theft offense. A judge ordered Monday that Emery be held in lieu of $5,000 bond on a contraband possession conspiracy charge.

“Emery conspired with Amber Clark to have a quantity of suspected oxycodone pills and a quantity of suspected alprazolam pills delivered to the detention center so the pills could be distributed to other inmates,” according to a statement of probable cause filed by St. Mary’s County narcotics detectives.

Charging papers allege that one of the inmates who conspired with Emery to have the pills delivered to the jail was Nicole Anne Kelly, a 26-year-old Prince Frederick woman who pleaded guilty last month in St. Mary’s to obtaining a controlled dangerous substance by fraud and was sentenced to serve 60 days in jail.

“Kelly was to obtain some of the pills,” charging papers allege, “and even made payment to receive a quantity of pills from inmate Anita Emery.”

Kelly was jailed Monday in lieu of $5,000 bond after a court hearing on a charge of conspiracy to possess contraband in a place of confinement.

Clark pleaded guilty in St. Mary’s to driving with a suspended license last March in Mechanicsville, and she was ordered this month to serve 10 days in jail.

In a separate matter, a judge ordered Monday that Steffen Zachary Monger, 21, of California be held in lieu of 10 percent of $10,000 bond on an indictment charging him with distributing heroin last March in California.

A public defender said during a bond hearing Monday that Monger lives with his grandparents and is applying for Social Security disability benefits as he receives ongoing therapy for an anxiety disorder.

Monger told the judge that he is on unsupervised probation for a 2010 second-degree assault offense, and a prosecutor said in court that Monger received probation before judgment in 2010 on a charge of the possession of marijuana.

In addition, James Alfred Illenburger, 44, of Lusby was jailed Monday in lieu of 10 percent of $5,000 bond on an indictment accusing him of taking part in a conspiracy last February in Lexington Park to possess cocaine with the intent to distribute the drug.

Grand jurors also charged Illenburger with the possession of cocaine and the possession of marijuana.
