A Prince Frederick man is being held at the Calvert County Detention Center without bond after he was arrested Monday on charges including third-degree sex offense.

At about 7:40 p.m. Sunday, Calvert County Sheriff’s Office deputies were in the area of Gowan Court investigating a separate issue when they heard several people yelling to get the deputies’ attention, according to charging documents.

The people were following a man on a bicycle and were yelling for deputies to stop him because he had just committed a crime, deputies said.

While several deputies went to stop the man on the bicycle, a woman told police Frank Claggett, 56, had just assaulted her 4-year-old granddaughter. The woman said Claggett “kept apologizing and that he was acting like whatever he did was not wrong,” charging documents state.

A witness told deputies she saw the 4-year-old girl walking on the sidewalk when Claggett picked her up, told her he missed her and “kissed her on the mouth for at least 5-7 seconds,” charging documents state. The witness said the “kiss did not appear to be of simple … affection” and seemed inappropriate. The witness told the girl’s mother and grandmother, who called the police.

Deputies then spoke with the 4-year-old girl, who allegedly told deputies that Claggett had kissed her, which she did not want him to do. Deputies said they asked her if that was the first time he had ever done something like that, to which she replied, “no,” according to charging documents.

Claggett was charged with second-degree assault, third-degree sex offense and fourth-degree sex offense.
