Paul Alexander Wilbur, of Fairfax, Virginia, passed away of organ failure at his home on Monday, November 18, 2013. He was 65 years of age. The son of Charles and Alison Wilbur of Traverse City, Michigan, Paul attended Traverse City High School.

After graduating from the University of Michigan in 1970 with a degree in English and a teaching certificate, Paul joined the Marine Corps, serving for 20 years and stationed in California; Rhode Island; Detroit; North Carolina; Okinawa, Japan; and Virginia. While a Marine, he attended Wayne State University Law School and subsequently served with the Judge Advocate General. He retired in 1991 with the rank of Lieutenant Colonel and multiple commendations. Following his time in the Marine Corps, he continued as a leading national expert on NEPA, BRAC, and environmental assessments and impact statements, working to clean up polluted sites. He frequently threatened to become the President of the United States.

Paul was an Eagle Scout and guided both of his sons to the same goal. Over the course of eight years, Paul volunteered as the scoutmaster of Boy Scout Troop 1548 in Greenbriar, Virginia. Many of his scouts credit him as an enormous influence in their development into manhood.

Paul is survived by his beloved wife of 42 years, Barbara; and three children, Alan of Arlington, Virginia; Kenneth, of San Diego, California; and Barbara, of Richmond, Virginia; and four grandchildren. He is also survived by his siblings, Tom, of Okemos, Michigan; Martha, of Traverse City, Michigan; Sally, of San Francisco, California; Robert, of Kent, Washington.

A memorial service will be held at 3:00 PM this Saturday, November 23, at Everly Funeral Home, 10565 Main Street, Fairfax, Virginia, 22030. The memorial service will be casual dress.
