A 65-year-old Charlotte Hall man has been charged through a summons with second-degree assault and disturbing school activities in court papers alleging he attacked a woman during a ceremony this week at White Marsh Elementary School.

Frederick William Beigel grabbed the woman around her body, and by the neck, while trying to get her cellphone during a confrontation at Wednesday morning’s event, charging papers allege, before other people intervened.

“The defendant had to be restrained and escorted from the gymnasium ... by several other parents and school staff members,” St. Mary’s sheriff’s Cpl. Timothy White wrote in a charges application. “The award ceremony had to be stopped during the altercation.”

Tina Marie Sater “sustained redness on her neck and a scratch on both shoulders,” court papers state from the investigation of the incident at the school located on Thompson Corner Road.
