The award was made by Chief Cmdr. Ernest G. Marshburn and McGraw-Hill’s Mark Trosino. As as result of the award, Willard’s name will be permanently inscribed at USPS headquarters in Raleigh, N.C. McGraw-Hill is also presenting his squadron with gifts, including a multimedia projector and a precision sextant for use in navigation courses.
