Time running out for immunity bill

Senate Bill 420, the civil immunity bill, has already passed the House of Delegates, unanimously, multiple times, yet Sen. Brian Frosh has never allowed a vote on this bill.
The bill will not change when it is legal or moral to defend yourself or what homeowners should protect themselves with, but merely protect the homeowner from lawsuits if an unfortunate event were to occur.
I find it inconceivable that one man can simply prevent our elected officials from voting on a bill, especially one that the entire General Assembly supports unanimously. I wonder if it has anything to do with the fact that Sen. Frosh owns a law firm specializing in defense?
The same thing is happening this year. The House passed the bill out of committee, yet Sen. Frosh is not allowing a vote on this bill. A few private citizens have been handing out fliers to get this bill public and have had good results. Unfortunately we are running out of time, since the 2009 legislative season ends in the middle of April.
