At right, Ryan McGovern, 2, of Owings wasn't afraid of the monster Key Low on Saturday at the annual Halloween in the Garden at Annmarie Garden in Dowell. McGovern was dressed as the scarecrow from "The Wizard of Oz." The annual trick-or-treat event raises money for local charities and gets participation from more than 60 businesses and organizations.
